The water is usually coming from a failed bathroom or kitchen waterproofing membrane in the unit upstairs, a leaking pipe, or the roof. The source is repaired first, often by PU injection into the slab or by re-waterproofing the wet area above, and only then is the ceiling dried, treated, skimmed, and repainted. How do you fix ceiling cracks and a sagging false ceiling?

Under HDB’s Goodwill Repair Assistance (GRA) scheme, HDB co-pays 50% of the repair cost, while the remaining 50% is shared equally between the upper and lower flat owners (HDB). If the leak is caused by the upstairs owner’s renovation, that owner bears the full cost, and top-floor leaks from the roof fall to the Town Council as common property.

For condominiums, the Building Maintenance and Strata Management Act (BMSMA) applies, and Section 101 presumes the leak comes from the upper unit unless proven otherwise, with the Strata Titles Boards overseeing disputes. For landed homes, the owner where the leak originates is responsible.
